In nearly every state, a teen that waits until age 18 or later to obtain a driver license “ages” out of the graduated driver license system (GDL), which is designed to help novice drivers learn to drive and gain experience in a lower risk environment. That means this teen or young adult, and everyone else on the road, isn’t benefiting from the proven provisions of GDL.
